The Lifeline Program

A federal initiative ensuring low-income consumers have access to communication services.

Program Overview

Since 1985, the Lifeline program has provided a discount on phone service for qualifying low-income consumers to ensure that all Americans have the opportunities and security that phone service brings, including being able to connect to jobs, family, and emergency services.

Today, Lifeline provides a monthly discount of up to $9.25 (or up to $34.25 for those residing on Tribal lands) toward broadband internet service, voice service, or bundled services. Some participating wireless providers combine this subsidy with their own funds to offer completely free monthly cell phone plans and significantly discounted (sometimes free) tablets or smartphones.

Who Qualifies

You can get Lifeline if your income is 135% or less than the Federal Poverty Guidelines. You or someone in your household can also qualify for Lifeline if you participate in any of the following federal assistance programs:

  • Supplemental Nutrition Assistance Program (SNAP / Food Stamps)
  • Medicaid
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (FPHA)
  • Veterans Pension and Survivors Benefit

Note: You are only allowed to get one Lifeline benefit per household, not per person.

Required Documents

When applying through the National Verifier, you will need to prove your identity and your eligibility. Recommended documents include:

  • Identify: Valid Government/State ID, Passport, or Birth Certificate.
  • Program Participation: An official benefit award letter, statement of benefits, or participation card (e.g., Medicaid card) from the current or previous year.
  • Income: Prior year's state, federal, or Tribal tax return, current income statement from an employer or paycheck stub.

How to Apply

  1. Check Eligibility: Use our eligibility checker to confirm you qualify based on income or a program.
  2. Choose a Provider: Review our list of participating wireless providers in your state.
  3. Submit application via National Verifier: Complete the secure verification process managed by the USAC.
  4. Receive your Device: Pay any mandatory FCC copay (usually $10.01) and receive your tablet via mail.

Lifeline FAQs

Can I have multiple Lifeline accounts?

No. The Lifeline program is strictly limited to one benefit per household, not per person. This applies whether the service is landline, mobile voice, or broadband.

What is considered a "Household"?

A household is a group of people who live together and share income and expenses. If you live with others but do not share income (like roommates), you must complete a Household Worksheet to qualify individually.

Do I have to recertify?

Yes. You must recertify your eligibility every year. The USAC will attempt to automatically verify your eligibility. If they cannot, they will send you a notice, and you must manually recertify within 60 days to keep your benefit.
